Course Description

PURPOSE OF COURSE

The course introduces students to the provisions of the public procurement and disposal act and regulations and the procedures to be followed in the conduct of public procurement and disposal.

The main aim is to promote and regulate the best standards of practice and conduct in public procurement and disposal of public assets in Uganda so as to achieve fairness, transparency accountability and value for money in the use of public resources.

EXPECTED LEARNING OUTCOMES

By the end of the course unit, students should be able to:

·         Describe the main principals and rules governing public procurement and disposal process.

·         Explain the procedures in the conduct of public tendering, evaluation of bids and award of contract processes.

·         Explain the different methods of procurement and their applicability in public procurement and disposal processes.

·         Evaluate the importance of strictly following the set down procedures and the consequences of not following the regulations.

·         Appraise the role of ethical conduct in procurement and disposal process

·         Design and apply contracts and how to manage project in general

·         Analyze the current challenges faced in procurement and disposal of public assets and formulate remedies and way forward in handling them.
