Evaluating the Effectiveness of E-Government Platforms in East Africa
This review evaluates the effectiveness of e-government platforms in East Africa, analyzing their impact,challenges, and best practices. It examines evaluation frameworks, adaptation for the region, and key performanceindicators (KPIs). Case studies from Kenya, Uganda, Rwanda, and Ethiopia illustrate successes and hurdles. Socioeconomic,technological, and organizational factors affecting effectiveness are discussed, alongside policyimplications. Recommendations encompass infrastructure enhancement, digital literacy promotion, user experienceimprovement, and capacity building.
