Dr. Nora Naiboka holds a PhD from Makerere University in Information Science (2015), M. Sc. Information Science (2003) and a Post Graduate Diploma in Journalism and Media Management from Uganda Management Institute in 2001.
She also has a Post Graduate Diploma in Library and Information Science (2000) from Makerere university, Post Graduate Diploma in Education (1985/86), and a BSc. Botany/Zoology (1980 – 1985).
After her first degree in 1985, Dr. Nora taught Biology/Chemistry in Secondary Schools in Uganda till 1990 when she joined the Ministry of Information in a multimedia (TV, Radio, Print, Traditional media) project that aimed at changing Ugandan people’s reproductive health behavior up to 1995.
Between 1996 - 2001, she worked with the International Committee of the Red Cross (ICRC) responsible to liase with media officials, and to appropriately package information targeted at different stakeholders but especially the Uganda People’s Defence Forces and the Lord’s Resistance Army combatants.
She then joined the National Agricultural Organisation (NARO) in 2006 and worked as Development Communication Specialist. Together with scientists from the National Banana Programme, researched a two-way approach through which to share agricultural information between farmers and researchers.
Dr. Nora also headed an electronic networking forum code named Isang Bagsak between NAADS, VEDCO and the Banana Programme of NARO. The network was a learning and information sharing forum about implementation process of Participatory Development Communication (PDC).
In 2008 she worked as Officer in charge of Information Sharing and Networking in Women in Uganda Network (WOUGNET), an organization that utilizes the internet as the main media for information sharing and networking among women member organizations.
In the following year, she worked in Grassroots Innovations Uganda (GIU) an organization that targets underserved communities in Eastern Uganda districts of Teso, and Tororo. Focus areas are: Agriculture, Education and Health.Dr. Nora was also a Part time lecturer in the College of Computing and Information Science of Makerere University in 2013-2014. She has taught Community and Specialized Information Services; Library Operations, Research Data Analysis; Bibliographic control.
She has been involved in various research and publications. She participated in an IDRC/FAO funded write - shop that took place in Rome in 2004. In 2006, she made a presentation during the World Congress on Communication for Development (WCCD), in Rome on the theme “Communication for environment and natural resource Research experience and publications management”.
In 2017, published a paper on ‘The information behavior of Ugandan banana farmers in the context of participatory development communication’ Information Research VOL. 22 NO. 3, SEPTEMBER, 2017.
In 2018, Post project assessment of NARO IDRC Participatory Development Communication Initiative in Uganda XXIII SCECSAL Conference, Uganda Imperial Resort Beach Hotel, Entebbe, Uganda 23-27 April 2018.
Since 2015 she has supervised both undergraduate and graduate students at Makerere and Kampala International University as well as worked as internal examiner for students at Kampala International University.
