KIU Strengthens Collaboration with Uganda Police to Enhance Safety

KIU, Western Campus – Kampala International University, Western Campus (KIU-WC) on Friday, July 24, 2026, held a high-level security meeting with the Uganda Police Force and private security stakeholders aimed at strengthening collaboration to enhance the safety and security of the University community.

The engagement formed part of the University’s ongoing efforts to strengthen institutional security through enhanced collaboration with law enforcement agencies and private security stakeholders in response to evolving security challenges, ensuring a safe and conducive environment for learning and work.

The meeting brought together University administrators, police officers, security personnel, and members of the University community to discuss emerging security challenges and practical strategies for improving crime prevention, emergency response, digital security, and community policing.

Speaking on behalf of the Uganda Police Force, SP Hashim Kasinga, the Bushenyi District Police Commander (DPC), underscored the importance of strong cooperation between private security providers and the Police. “Close coordination, information sharing, and joint operations are essential in maximizing the safety of both the University and the surrounding community,” he noted.

The Regional ICT Officer for Greater Bushenyi, SP Moses Muramuzi, delivered a presentation on digital security, highlighting the growing role of technology in safeguarding institutions. He discussed the importance of smart lighting systems, biometric access control, firewalls, and other modern security technologies. He further emphasized that institutions should develop comprehensive cybersecurity policies and incident response plans, including secure cloud computing practices, to protect digital infrastructure and data from cyber threats.

Addressing intelligence-led policing, Julius Bwahwayo, the Bushenyi District Criminal Intelligence Officer (DCIO), stressed that timely threat identification and risk analysis remain critical in preventing organized crime. He encouraged continuous intelligence gathering and proactive engagement with communities as effective tools for maintaining public safety.

The Ishaka Police Station Officer in Charge, ASP Paul Bewayo, presented a security assessment of Ishaka Town, identifying areas according to prevailing crime levels. He listed Lagos, Bwejiraje, Basajja Street, Abuja, and Ishaka Town Centre in descending order of crime risk. He explained that Lagos records relatively higher crime partly because many residential premises lack security surveillance cameras, creating opportunities for criminal activity.

Meanwhile, SGT Laban Ajuna emphasized the significance of community policing, urging residents, students, and institutions to actively cooperate with law enforcement by reporting suspicious activities promptly. “Community participation remains one of the most effective approaches to reducing crime,” he noted.

Representing KIU, the Chief Security Officer, Godfrey Biryomumeisho, responded to questions from participants and assured the audience that KIU-WC remains a safe learning environment. He explained that student-related criminal incidents are promptly reported to the Uganda Police for appropriate action and added that the University administration maintains close engagement with external landlords to help ensure the safety and welfare of students residing off campus.

In his closing remarks, the Deputy Vice Chancellor, KIU-WC, Assoc. Prof. Eric Mabonga, expressed appreciation to the Uganda Police Force for its continued partnership in maintaining peace, law, and order within the University community. He reaffirmed the University’s commitment to implementing the recommendations made during the meeting to further strengthen security systems and eliminate potential vulnerabilities.

The engagement reaffirmed KIU’s commitment to fostering a secure academic environment through sustained collaboration with law enforcement agencies, private security providers, and the wider community, ensuring that students, staff, visitors, and neighbouring communities continue to benefit from a safe and secure environment.
