BENJAMIN BELLA OLUKA is an associate professor, Department of Political and Administrative Studies in the College of Humanities and Social Sciences, Kampala International University.
He is zealous in teaching Government and Political to Graduate Students, Introduction to Government and Politics in Africa top Post Graduate Students and Undergraduate students.
He previously worked in the Uganda government service from 1973 as an Assistant Secretary in the Uganda Government. A licensed Secondary School Teacher in the Ministry of Education and Sports. He served as an assistant district commissioner in east Buganda province in Mukono, Luwero, Masaka, Kyaka-Sub district. He was Senior Assistant Secretary Research in President’s Office, Principal Assistant Secretary in the Ministry of Information and broadcasting, Secretary to the Commission of Violation of Human in Uganda up to 1986.
He was under Secretary in Finance, Local Government, Prime Minister’s office, and Education Service Commissioner and rose to the rank of an Undersecretary before retirement in February 1999.
Oluka holds a PhD in Public Administration and Management from Kampala International University specializing in Public Management Sciences in 2011.
He holds a Master Degree in Public Administration and Management from Makerere University Kampala in 2002. He also holds Bachelor of Arts Degree in Public Administration and Political Science from Makerere University in 1973. He has a certificate in Administrative Law Course from Uganda Management Institute in 1975.
He holds a Diploma in Public Administration from Uganda Management Institute in 1976. He is a holder of various certificates such as Advanced Fundamental Management Certificate in West Hartland University, Connectut in the USA.
Certificate in Budgeting from East and Southern Africa Management Institute (ESAMI).
He has taught in Kampala International University from 2006 up to the present. At one time he was the Head of Department of the Department of Public Administration in the faculty of social sciences in Kampala International University.
He is married to Joy Mary Oluka (in 1973) with whom they have 7 biological children (3 boys and 4 girls with other children they brought up. They have over 8 grandchildren).
His areas of research interest include, Public Science Administration, in Uganda since independence. The effectiveness of NGOs in the case of developing countries: The efficacy of Local Governance as a result of Decentralisation in Uganda.
