Dr. Tom Mulegi has over 23 years of experience in university administration, management consultancy, and international relations consultancy. Before he was appointed the Deputy Vice-Chancellor (DVC) of Academic Affairs, he had previously served as the Assistant DVC, Academic and Research, and Director of Quality Assurance, both at Kampala International University (KIU), Western Campus.
He holds a Doctorate Degree in Public Management, a Master of Arts (M.A) in Development Administration and Management, and a Bachelor of Arts (B.A) in Public Administration, all from Kampala International University. In addition to these, he has a Diploma in Clinical Medicine and Community Health from Ministry of Health (MoH), Uganda.
Since 2022, Dr. Mulegi has been serving as the chairperson of the Special Purpose Committee of Academic Affair at KIU Western Campus, and the vice-chairperson of the Research and Ethics Committee of KIU. Furthermore, he was also a member of the Staff Review Committee, and the University Time tabling Committee from 2022-2023. To date, he has supervised over 200 Postgraduate students.
From 2012-2014, He was the Principal of the College of Economics and Management (CEM), and the Principal of the College of Humanities and Social Sciences (CHSS), both at KIU Main Campus. Before these positions, from 2008-2011, he functioned as the Deputy Director of Academic Affairs in-charge of examinations.
Outside KIU, Dr. Mulegi gave his invaluable contributions at Mount Kenya University from 2014-2017, where he was the Dean, School of Business and Social Sciences; and the Coordinator, Post Graduate Studies. From 2012-2013, he was a Part time lecturer at the Independent Institute of Lay Adventists of Kigali, Rwanda. He worked as an International Relations Consultant at Salaam University, Somalia, and the Director of Lifeline International Organization.
In 2021, at Carl Von Ossietzky University of Oldenburg University, Germany, Dr. Mulegi was a guest lecturer where he discussed the Impact of the COVID-19 pandemic on the Economies of Sub-Saharan African Countries.
His research areas include - Research Methods, Theories and Practice of Public Administration, Government and Politics, Organizational Behavior, Human Resource Management, Project Design and Implementation, Project Governance and Ethics, Project Monitoring and Evaluation, Public Sector Management, Political Science, Regional Planning & Development, and Decentralization and Governance.
Apart from experiences in university administration and public management, Dr. Mulegi is certified by the World Health Organization (WHO) in Health management Information System, and by the World Bank in HIV/AIDS Palliative Care-Mild May.
